Prime Minister Modi went on a whirlwind tour across the world to power India into the 48 nation elite Nuclear Supplier Group (NSG). However despite the unstaunched support of Super Power USA and other countries like UK,France etc and despite around countries like Brazil and Switzerland doing a shocking U turn in the meeting in Seoul,South Korea, it cameout that only China stonewalled India's entry into NSG.


Many believed that China doesn't want power shift in Asia with India gaining upper hand in Asia vis a vis Pakistan. However there is more into it than it meets the eye. It is known that while China is the member of NSG, it is not a member in Missile Technology Control Regime (MTCR) of which India is a part. So China is looking for a quid pro quo and is negotiating with US that it will not oppose India's entry into NSG if it allows admission into MTCR. 


However China way back in 2004 was denied MTCR membership as members consider its non proliferation record dodgy. It is known that China through Pakistan is supplying nuclear weapons to North Korea which is worring entire world. "They're not there yet", a US government official told Arms Control Today (ACT) in October, 2004, about China's eligibility. (Arms Control Today is a publication of the US-based non-partisan organization Arms Control Association.)


Chnese companies were accused of missile proliferation and Bush administration penalised two companies for deals with Iran. But surprisingly China gained entry into NPT right after it despite severe opposition from several US law makers as Bush overruled their opposition. 


China with no MTCR membership and US,European missile technology sanctions is making it furious as India can now gain access to these technologies. So China's opposition to India's NSG application is because of the rejection of its MTCR membership.
