States of Karnataka and Tamil Nadu are fighting for the share of cauvery water and with farmers from both sides in dire need of the water from the river, tensions increased as Supreme Court virtually forced Karnataka to release water for Tamil Nadu. (12,000 cusecs water to Tamil Nadu per day till September 20) .


Karnataka CM Siddaramaiah tried to stoke emotions even in Supreme Court during the hearing and even appealed to PM Modi stating ‘we are the aggrieved party’  and Supreme Court order is difficult to implement. He didnot try to sent message the people must accept the highest court order without any violence. This itself showed the failure of the state as Siddharamaiah's appeal to people as CM is just half hearted.

PM Modi responding to the controversy remarked “dispute can only be solved within the legal ambit”. 124 year old cauvery water dispute is the trickiest dispute and it cannot be resolved as it is linked to inadequate rain. Till 1991, Karnataka and Tamil Nadu state governments used to talk and decided on the amount of water to be released. 


However after 1991, politicians and parties started playing politics increasing tensions to make petty gains. Political parties should stop playing chauvinistic politics and try to find long term solution involving stake holders like the cauvery family dialogue which was functional from 2002-03 till about 2012, to understand their requirements.

Governments should ensure that farmers move towards less water intensive crops and better water management. The current dispute highlights the states Kanataka and Tamil Nadu opening fault lines after 25 years. Violence in Karnataka brought back memories of anti tamil riots in 1991 and the retaliatory attack in Tamil Nadu.

If the state governments fail to comply with the orders of the supreme court or the tribunal then interstate water disputes act of 1956 is one of the most potent in Indian law. None can prevent its implementation. If a state government prevents an order from being carried out, it can be dismissed without much ado. If people surround the reservoirs and physically try to prevent the water from being released, under the act, the military can be called in to implement the release.
