Supreme Court today gave shock to the ruling TRS government in Telangana which has been showing apathy over school fees hike. Hearing a long pending case over fee hike in Telangana, Chief Justice TS Thakur who headed the Supreme Court bench said “state can and should constitute district fee regulatory committee (DFRC) in order to regulate fees in private schools, including those affiliated to CBSE and ICSE boards.“

Supreme Court's observation comes after six years when the then  united AP government issued GO Ms 91 on constitution of DFRC to regulate fees in private schools. In 2009, several school managements had appealed against it in the high court. While the HC in its judgement had asked the government to make a provision for notifying the fees recommended by the DFRC, the then government had later filed a special leave petition in 2011 in the apex co urt challenging the HC verdict.

The Hyderabad School Parents Association approached the Supreme Court last year and the state government didnot pursue the case since 2011. Bench comprising Justice Thakur and Justice AM Khanwilkar “expressed surprise that the government did not even deem fit to collect the data of fees charged by the schools and check if the fee hike was justified.“


The Hyderabad School Parents Association following the court order demanded that state government must constitute DFRCs for the next academic year. It released a press statement which said Until then, the government must put all fee hikes in abeyance and implement provisions under GO Ms 91, especially the one which states that schools must collect admission fee of not more than Rs 5,000,“

TRS government till now didnot react to the Supreme Court leading. HSPA earlier claimed that  the state government `misled' the parents by stating that GO Ms 91 does not empower them to regulate fee in CBSEICSEIGCSE affiliated schools. However, the 2010 HC judgement categorically stated that all schools irrespective of their affiliation `can and should be regulated by the state government'


Only last year Telangana government initiated investigations in 12 private schools in Hyderabad. Early 2016, Government  issued two notices to 162 private schools seeking details of their account books. But parents accuse government and education department of cheating them and not sharing details of investigations carried out by authorities.
