After the Uttar Pradesh Chief Minister and Samajwadi Chief Mr. Akhilesh Yadav had released his manifesto in in lucknow announcing good schemes for the poor and the students, The congress party has also released its manifesto in Goa. The manifesto was released by the congress leader Jyotiradiya Scindia.

The Grand old party in its manifesto said that all the students belonging to the Goa state with proper license would be given 5 liters of free Petrol. The party released a separate manifesto for the youth which promised WiFi facilities in colleges and universities, free coaching through e-courses for students for competitive exams . Congress has also promised to float in 60% new faces in the upcoming polls to be held on 4th of next month.

For households below poverty line, '2-3-7 scheme' was introduced under which wheat would be provided for Rs 2/kg, rice at Rs 3/kg and sugar at Rs 7/kg. Apart from that, BPL families were also promised free water. The congress made sure to follow the foot steps of the Tamil Nadu state late Chief Minister Miss Jayalalithaa who introduced food at a cheaper rate by setting up Amma canteens.

There would be no entry tax for the non-home state vehicles carrying food grains fish, vegetables and fruits, mentioned the manifesto. Congress also spoke about the casinos along the rivers and promised that these casino's  would be removed permanently. While putting a point on mining in the state the Congress party said that it would follow the recommendations and guide lines issued by the Supreme court.
