Count down starts for the division of Andhra Pradesh. If everything goes in normal there will be 7 stages required for forming of new state. Sonia is committed to forward Telangana bill in winter sessions of Parliament. Congress High Command has speed-up its proceedings in this regard. Shinde, Antony and Chidambaram met two days and finalized on 11 issues before the formation of Telangana.
1. Preparing the draft of Telangana bill
2. Getting Approval from the UPA Cabinet
3. Send the bill to President
4. President will send it to AP assembly seeking for the opinion.
5. Back to the Cabinet and forward to Parliament
6. After getting approval and send to President
7. Finally President approved officially for the Division of the state.
Now, the question in everyone mind is how many days President allowed to discuss on the bill in the assembly. As per the tradition, minimum 45 days required to discuss in Assembly before the division. Reportedly, Sonia has convinced Pranab and requests him 10 to 15 days for discussion in the Assembly.
On the other hand, Sonia and GoM ignored legal issues (Article 371) and on sensitive issues (Hyderabad) rose by SA people. This gives chance to other parties to go to court against the division. Sonia has given more importance to Telangana rather than ongoing 5 assembly state elections. Analysts believed that there is no guarantee for Congress on winning of seats in Telangana but Congress will become first culprit on the division both in court and outside.
