The Supreme Court of India will be hearing today a batch of petitions challenging the Centre's move to introduce the Andhra Pradesh Reorganisation Bill in Parliament for the creation of Telangana. Sources say that a bench by Justice H.L. Dattu will be hearing the petitions filed by L. Payyavulu Keshav, Telugu Desam Party MLA, and several others. The petitioners have argued that process of bifurcation of AP into Telangana and Andhra Pradesh was unconstitutional as it violates the principle of federalism adding that this Bill will jeopardise the interests of the entire nine crore people in the State. The petitioners said any move to create Telangana state would be causing irreparable damage. They pointed out that no political party except Telangana Rashtra Samiti, had given explicit support for including Hyderabad in Telangana. The petitions raised important issues such as whether Parliament can enact as the Andhra Pradesh Reorganisation Bill after the same was rejected by the Andhra Pradesh Legislature both the Assembly and the Council and whether the Bill is invalid on the ground that it does not have the statement of objects and reasons and a financial memorandum!
