Amaravati: The state government on Wednesday issued orders withdrawing payment of the last two installments to farmers under the agriculture debt waiver scheme launched by the previous TDP regime. The government had paid three installments to farmers and it could not release the IV and V installments are given election code of conduct. And now the YSRCP government decided against releasing the last two instalments.

Instead, the government plans to implement the YSR Raithu Bharosa scheme under which farmers including tenant farmers will get financial assistance every year. It will pay Rs 6,500 each to land-owning farmers and Rs12,500 each to tenant farmers under YSR Rythu Bharosa. The scheme will be implemented from October, 2.

The state government has allocated Rs 8,750 crore to cover about 80 lakh cultivators including tenant farmers in the recent state budget. The financial benefit includes the Central assistance of Rs 6,000 each to farmers. TDP president and former chief minister N Chandrababu Naidu had promised during the election campaign in 2014 to waive off agriculture loans in the state.

After coming to power, Naidu promised to release funds to farmers under the loan waiver scheme in five equal installments. Although the actual burden of loan waiver was Rs 70,000 crore, it was trimmed to around Rs 26,000 crore. However, the Naidu government could not clear the dues before the polls as promised. Two installments were left out when Naidu demitted office after losing elections in May this

year. Naidu government issued a GO in March 2019 allocating 8,000 crores towards the IV and V installments. It issued bonds to farmers promising to clear the loan amount with 10 percent interest and directed authorities to release the budget. However, the budget was not released.
