The opposition tdp on tuesday blocked the tabling of the ap Decentralisation and Inclusive Development of All Regions Bill, 2020 in the Legislative Council (LC) citing rules. The house was adjourned thrice due to ruckus over the rule position. The tdp, which is in a majority in the 58-member Council, gave notice under Rule 71 and moved a motion "disapproving the policy of the government." With Chairman on its side, tdp was able to take the Ruling party by surprise.

Legislative Affairs minister buggana Rajendranath said taking up the motion under Rule 71, putting off the Bill, would set a bad precedent and have far-reaching consequences. "The Bill gets precedence and priority. But the opposition is only seeking to obstruct government business," buggana alleged. This is the first time Rule 71 was invoked in the history of andhra pradesh Council.

Irked by the behavior of the tdp, the government is now mulling to scrap the Council. Buzz is that the State cabinet is meeting tonight to put up a resolution in the assembly tomorrow itself. Tomorrow is the last day of the Special assembly Session convened to move the Three Capitals Bill.
