Reflecting PM Narendra Modi's concern over a lag between decision making and delivery the Cabinet secretariat has urged the secretaries to make sure the "correct and quick" recording of decisions so that programs are implemented in a timely manner.


A Cabinet secretariat note has stated that delays have particularly been observed in respect to the minutes of inter-ministerial meetings which includes those of the EFC (expenditure finance committee), foreign investment promotion board, PPP approval committee.


It is also said that dictating minutes soon after a meeting is over would be a "healthy practice", and the note has said suggesting that the record could be submitted within 24 hours for approval at any rate and the process must not take more than a week.


The Cabinet secretariat has said that the record of discussions and minutes are much better captured if these are prepared immediately after the meeting when the deliberations are fresh in the memory. The Cabinet Secretariat seems to have set tough deadlines that call on senior officials to reach an agreement quickly.
