While most of us may not be aware there are several sections under which the central government tends to cater funds to the state governments across the country. But it all depends on how the state administration prepares its reports and provides clarity for the centre to make the approvals.  In this process, it is heard that the congress government in AP has reportedly lost out on getting Rs 4000 crores for the state. This fund was meant for the upgrading and development of the rural areas but here comes the problem. The state government has not held elections at the rural level ie for the Panchayat and Mandal.  Due to the absence of elected representatives they have neglected the opportunity of getting Rs 4000 crores, as per sources. But there is also another truth. Even if the funds are granted, it is always a big question as to how much of it will actually be used for the welfare of the common people and the regions and how much goes inside the leaders pockets.
