Even as Centre is slashing  subsidies  in LPG , petrol and other sectors, Congress Governments  in south are vying with each other to introduce  sops  to get vote banks .

Karnataka's Congress government plans  to launch a  Re 1 a kg  scheme costing Rs.4300  crore to state exchequer  from  next month . In  AP scheme launched by Kiran Kumar Reddy has no takers and most 60 %  of Rs.1 rice  at a subsidy of Rs.24  per kg costing government whopping Rs.6200 crore per annum is being black marketed .

 Stunned by the misuse of the scheme Centre has reshaped the rice  in form of  cash transfer  to beneficiaries  and the Jayalalithaa government has already relaunched the rice scheme with staggering impact   But  the advantage of welfare scheme on vote banks has even influenced the left Governments in Kerala and Tripura  to go for them .

 However CAG report last year said al;most  350 million tonnes of rice  allotted to the scheme on an all India basis had been diverted to  black market  and purpose of  welfare subsidy foiled and the mediators including officials swindled  a whopping  Rs.12,000 crores of  tax payers money .

 No doubt the  ' system ' in India is opposed to reforms and  corruption is  rooted very deeply in every aspect of Government delviery  administration and civil society .
