Bedlam, acrimonious wrangling and suspensions. Disruption of proceedings was order of the day in both the two phases of budget session that lasted from March to June.
The houses worked and people’s houses functioned for just 57.29 hours instead of scheduled 140 hours. Leading to a huge wastage of Rs. 2 crore a day and a staggering Rs.40 crore during the budget session.
During the first phase in March the government lost its breath and time in defending itself against the no confidence motion by TRS and YSRC on Kiran Govt. Besides the disqualification of rebel members of TDP and Congress dominated the ouside Assembly scenario.
Ironically the TDP had failed in its duty as an responsible opposition as its leader was hardly in house and spoke for only 4 minutes during the budget session. It also took two-and-a-half-months for the standing committees to review the budgetary allocations to various ministries and departments as CM Kiran was opposed to a review of his budget by MLAS .
