In a recent study, it has been revealed that Bangalore is the worst in terms of urban governance. After analysis of the laws, policies, processes and the institutions, in the Annual Survey of India's city System done by the nonprofit organization Janaagraha, Bengaluru has achieved this lowest ranking among Indian states. 

 


The factors involved in assessing the quality of the states, included urban planning and design, Transparency, participation and accountability, Legitimate and empowered political representation and urban resources. The surveyors made use of 89 questions, involving 150 parameters, and 3200 investigation points. A study of 50 laws, and RTI replies, were also considered, and the score was made on a scale of 0 to 10. New York and London have a score of more than 8, while Indian cities fail to cross even 5.

Pune is the best with a score of 5.1, while Chennai and Bengaluru received 3.4 and 3 rating respectively. According to the study, the problems in the cities were repeated often. Some of the important challenges for the states are as follows. Lack of an urban planner for public utilities, Weak financial planning with municipalities failing to generate salaries, staff vacancy being inadequate, powerless mayors and commissioners, absence of transparency. With low rankings on all these Bengaluru has got the lowest score and the ranking.
