On the contrary, capital Delhi (31.60 percent) has stopped 4 positions from 19th rank in 2016, to 23 this year. The last ranked, at 36th position, was Meghalaya. The Department for Industrial Policy & Promotion (DIPP), coming under the commerce and industry ministry has made these rankings, in an attempt to improve investments on states and business in the states by creating a competitive environment between them, and this is done under 2017's Business Reform Action Plan (BRAP).

This final assessment is a cumulative score combining reform evidence score calculated with the state/union territories uploaded evidence and the score given by business service users, called feedback score.
