All eyes now seem to be on Speaker Nadendla Manohar who is expected to take a call on chief minister Kiran Kumar Reddy’s notice, seeking a resolution in the state assembly to reject the draft T Bill. Sources say Manohar is in a tight situation, especially since he has no grounds to reject the notice as it has been served by the government even as Telangana members are alleging that Kiran Kumar gave the notice without the cabinet’s consent and even wrote to the governor and the chairman of the legislative council. Sources also add Manohar is likely to call a business advisory committee (BAC) meeting either on Monday or Tuesday. It is being said that the Speaker has to take it up since it is the government’s notice served by the leader of the House. Constitution experts also said that the Speaker might have to consider the notice as it is served by the CM under rule 77, which cannot be rejected and also due to the fact many members other than the CM have served similar notices seeking passage of a resolution against the bifurcation of state and voting on the draft Bill. Hence Manohar just cannot ignore them and go ahead.
