The Aaadhaar Bill 2016 will be presented in the Rajya Sabha, as today is the last day in the first half of the budget session of the parliament. As per Article 110, the bill has to be presentation of the bill is just a formality which was approved by the Lok Sabha as Money bill, should have passed within 14 days after passage.
The Former Union Minister and Rajasthan Congress Chief Sachin Pilot have said Aaadhaar is the best form which transforms the initiatives in the Independent India. The crucial opposition leader was the later Finance Minister Manmohan Singh has said the proposed cash transfer scheme to support the beneficiaries as the game changer.
Presently the Finance Minister Arun Jaitley said earlier the discussion has come during the UPA rule. He said subsidy is the way of giving some amount to the poor and most vulnerable people in the society. But the amount is given to the unidentified person and it should be sent for the poor and vulnerable class of people in the society.
The congress has a record of sighting ordinary bill as money bill, Juvenile Justice Bill in 1982 passed as money, the South African bank as money bill and the workmen injury compensation was put as money bill and the list goes on and on. Presently the centre transfers the amount to the state government, the state passes it to the concerned magistrate and then to panchayat and to the local people and there is no middlemen in between. The Aaadhar enrollment is with 97% and children have just 67%. Presently Sonia Gandhi’s National Advisory Council has termed Aaadhaar as Money Bill.
