The introduction of the Aadhaar Bill as a Money Bill caused uproar in both Houses of Parliament. So What is this Money Bill ? A Money Bill is one that contains provisions for taxes, appropriation of funds etc.


This 'Money Bill' can be introduced only in Lok Sabha and Rajya Sabha cannot make amendments to such bills. Rajya Sabha can just make suggestions to the amendments, but only Lok Sabha can either accept or reject them. So how is this connected to 'Aadhaar' ?


NDA Government chose to introduce Aadhaar Bill as Money Bill and Lok Sabha cleared the Bill and passed it to the Rajya Sabha. NDA has majority in Lok Sabha but it doesn't have the same in Rajya Sabha. So this created some tension in the Upper house. The House recommended several amendments to the Bill which was passed with 'Majority'.


Opposite party's concern was with usage of Aadhaar data to facilitate mass surveillance. Despite lots of debates in both the houses, the Parliament passed this Aadhaar Bill. Now this issue has been taken to Supreme Court challenging the decision of treating Aadhaar Bill as Money Bill.
