When Union Minister Smriti Irani went hammer and tongs as HRD minister against opposition on various issues and especially over anti India sloganeering in JNU incident, many hailed her as the next poster woman for RSS and right wing groups. 


Many thought that no one will dare touch her under any circumstances. However Modi shocked by shunting her out of HRD ministry and shifted her to Textiles Ministry. This came as shock to her supporters. In the meantime a week after Smriti Irani is out of HRD Ministry, PM Modi gave her one more shock. 


Modi rejected her selection of the chairman of the Central Board of Secondary Education (CBSE) and taken the entire process out of the ministry’s realm. Prime Minister who is the deciding authority in the Appointments Committee of the Cabinet (ACC),rejected  the name of Dr Sarvendra Vikram Bahadur Singh as the next CBSE chief.


Department of Personnel & Training (DoPT) shot a letter to HRD ministry stating “While considering the proposal, the competent authority in the ACC has conveyed that the post be filled under Central Staffing Scheme (CSS) by keeping the recruitment rules in abeyance.”


CBSE is without full time chairman since Dec 2014 and rulses specify that he/she must have three years educational administration experience and officer of the rank of a joint secretary. Dr Sarvendra Vikram Bahadur Singh was Smriti Irani’s top choice in the letter sent to DoPT on June 15. 


He was actually last in the three names suggested by  a search-cum-selection which interviewed the candidates on March 15 and the first two were Kamalakanta Biswal, professor at National University of Educational Planning and Administration, and Khurram Shahzad Noor, additional principal director in the education wing of the Indian Navy.Smirti Irani's choise of CBSE chief was rejected for the second time. Earlier ACC rejected her pick of Satbir Bedi in Aug 2015.
