Looks like the plans of Telangana CM K Chandrasekhar Rao for buildinga Vaastucompliant Secretariat complex at Erragadda is coming to naught, now the prospects of this coming up at a latest site of his choice is again not looking bright either. KCR recently met Union defence minister Manohar Parrikar in Delhi seeking control of land such as Bison Polo and Gymkhana Grounds in Secunderabad to build newSecretariat complex.

ministry agrees to handover the land

Parrikar reportedly responded in a positive manner to the request. However, sources say that these grounds,  which are located close to the old airport in Begumpet, lies actually under the `funnel' area, the portion of sky used by large aircrafts for landings. Now even incase defence ministry agrees to handover the land, the government cannot construct anything beyond a two-storeyed building.

Begumpet airport are in place

This was the same reason why Secretariat complex plan at Erragadda was reportedly called off. The restrictions around Begumpet airport are in place even after it was actually closed for civilian use after Shamshabad becoming operational in 2008. However, the Begumpet airport is being used for VVIP aircraft and choppers including the air force academy and other defence needs.

Any high rise buildings in funnel area needs to obtain a `No Objection Certificate' (NOC) from the Airport Authority of India (AAI) which clearly doesn’t accord permission for high-rise buildings (G+5) in thefunnel area except for G+2, close to defence establishments as well asair force stations.
